North Bend City Council Greenlights Capital Facilities Element Update for 2024 Plan

On August 20, 2024, the North Bend City Council unanimously adopted the updated Capital Facilities Element (CFE) for the 2024 Comprehensive Plan.

This update is vital to the city’s long-term planning efforts. It ensures that all city-owned infrastructure and assets, such as roads, utilities, public safety facilities, and parks, meet required service standards and are equipped to support future growth.

The CFE serves as a strategic framework that helps the city plan to develop and maintain essential facilities with a lifespan of at least ten years. By doing so, North Bend can ensure that its infrastructure keeps pace with growth, addressing the needs of both current and future residents. This includes crucial areas like pedestrian pathways, water and sewer systems, schools, emergency services, and recreational spaces.

The latest amendments to the CFE incorporate several important updates:

  • New service and facility information from local utility providers.
  • Revised policies to align with feedback from the Department of Fish and Wildlife.

The update process was thorough, involving multiple reviews by the Planning Commission on May 15 and June 5, 2024. The commission also held a public hearing on June 5, after which they recommended the updates for Council approval.

This update is part of the city’s compliance with the Growth Management Act (GMA), a set of state laws that require cities to develop a comprehensive plan every decade to manage population growth effectively.

The Comprehensive Plan defines areas within the city for concentrated urban development. At the same time, the CFE ensures that this growth is supported by necessary infrastructure under the GMA, RCW, WAC, and King County’s planning policies.
