North Bend City Council Awards Water Intertie Project Contract to Northwest Cascade

On October 15, 2024, the North Bend City Council unanimously approved a resolution awarding the Mitigation Intertie Project to Northwest Cascade, Inc. The project is fully funded through Washington State legislative appropriation and is at no cost to the City of North Bend.

The City of North Bend and the Sallal Water Association serve as local water providers for North Bend and surrounding unincorporated King County properties. The City supplies water to residents and businesses on or near the city’s west side, while Sallal provides water to those on or near the east side.

In June 2023, the Council authorized a Water Supply Agreement with Sallal, allowing for the wholesale transfer of domestic water to Sallal and mitigation water to the City through two intertie connections.

The illustration below shows how the City and Sallal’s Water Supply Agreement will work. The City will sell Sallal water for their homes and businesses, and Sallal will sell the City mitigation water. Learn more by visiting the East North Bend Water Update webpage.

This agreement follows nearly 20 years of collaboration between the water providers and will enable water sharing through these interties.

In July 2023, the Council approved a design contract with Gray and Osborne, Inc., a civil engineering firm, to design the Mitigation Intertie Project. With the design now complete, Northwest Cascade will begin water system construction in November, with an expected completion date of spring 2025.
