Carnation City Council Appoints New City Manager

On Tuesday, September 3, 2024, the Carnation City Council unanimously voted to appoint Rhonda Ender as Carnation’s next City Manager.

The Council appointed Ender to serve as Interim City Manager on July 2, 2024. Before this appointment, Ender held the Deputy City Manager position.

Ender began work at the City in 2023 as head of the Community Economic Development Department. During her tenure, she spearheaded key initiatives that significantly contributed to the enhancement, beautification, and economic resiliency of the Carnation community.

“Rhonda’s leadership in economic development, comprehensive plan updates, and municipal code updates, among other responsibilities, has been instrumental in the City’s progress,” says Mayor Jim Ribail. “Her proven ability to create transparent, efficient processes and collaborate with various government and non-profit entities makes her the ideal candidate for this role.”

“As a resident of nearly five years and former Planning Board Member, I have had the privilege of experiencing Carnation as a community member, volunteer, and a City employee,” says City Manager Ender. “Under the leadership of the City Council and alongside an exceptional team, I look forward to tackling the issues that face our community and focusing on customer service in all aspects of government.”

“Rhonda’s ability to increase revenues while controlling costs has made her an irreplaceable asset to our team,” says Lora Wilmes, the Administrative Services Manager at the City of Carnation. “I have no doubt that she will prioritize the financial health of the City and continue to deliver much-needed improvements to our infrastructure.”

“The City Council welcomes Rhonda and looks forward to her leadership in continuing to make Carnation a great place to live, work, and visit,” says Mayor Ribail.
