230 Main Affordable Housing Agreement Discussion Set for Council Workstudy

The North Bend City Council is scheduled to hold a Council Workstudy on February 24, 2026, focused on the Disposition and Development Agreement with Related NW for the 230 Main Affordable Housing Project.

The agreement had previously been set for consideration at the February 3, 2026, City Council meeting, but councilmembers opted to pause action to allow for additional discussion. The decision follows receipt of new funding information from the Washington State Department of Commerce and the possibility of city staff recommendations regarding parking near 230 Main Avenue North.

With that decision, the Council will not consider the Disposition and Development Agreement at the February 3, 2026, City Council meeting.

230 Main Avenue North: land purchased for the use of affordable housing 

In November 2023, the Council approved the purchase and sale agreement of a 0.4-acre parcel of land for local affordable housing, with Real Estate Excise Tax (REET 2) funds secured solely for this purpose (RCW 82.46.035). In addition to helping ease the workforce shortage among North Bend businesses, goals for the project include: 

  • Establishing long-term housing affordability for local workers making no more than 60% of the King County median income 
  • Serving as a model for innovative, affordable housing 
  • Demonstrating the city’s commitment to meet its Economic Development and Housing Action Plan elements of the Comprehensive Plan 
  • Utilizing creativity and innovation to establish the project  

On November 5, 2025, the community joined the Planning Commission and city staff for a Public Hearing to provide comment on the proposed DDA. The intent of the DDA is to ensure financial support from the city for the project and to approve code deviations identified by the applicant as essential for moving the project forward. 

Residents are invited to attend Council Workstudy meetings in person or by teleconference. In keeping with past Workstudy practices, the public is not permitted to provide comment at Workstudy meetings. The February 24, 2026, Workstudy Agenda and teleconference link will be published by Thursday, February 19, 2026. It will be located in the Document Center, at www.northbendwa.gov/Archive.aspx
