The City of Snoqualmie has identified three finalists in its search for a new City Administrator. The position was previously held by Mike Chambless, who joined the city as Parks and Public Works Director in 2022, was appointed City Administrator in 2023, and departed the role in March 2026.
Members of the community had the opportunity to meet the three finalists on Tuesday, May 12, from 6:30–8:00 p.m. at the City Hall Council Chambers.
The City Administrator serves as the chief administrative officer under the general direction and authority of the mayor, responsible for the City’s day-to-day operations and for coordinating work among all departments and programs.
Snoqualmie City Administrator Finalists
Rebecca D. Horner, AICP, has 25+ years of public-sector leadership experience and currently serves as Director of Development Services for the City of Bellevue. Previously, she served as Deputy County Executive for Prince William County, Virginia, overseeing 5,000 employees and a $2B budget. She holds a Master of Community and Regional Planning from the University of Nebraska-Lincoln and is an AICP-certified planner.
Sam Kim, PMP, is currently the inaugural County Administrator for Grays Harbor County, Washington, where he led the county’s transition to a council-manager form of government and delivered its first-ever balanced budget. His career spans CIO roles in multiple counties and senior leadership at Hewlett-Packard. He holds an MBA from the University of Washington and an MS in Management of Technology from the University of Pennsylvania.
Andrea Lehner (Snyder), currently serves as Deputy City Administrator for the City of Issaquah, where she has overseen departments with 90 employees and $39M in annual expenditures and served as Acting City Administrator. She brings twelve years of local government experience, including economic development leadership for multiple King County cities. She holds a Master of Public Administration from the UW Evans School of Public Affairs.
Finalists met with City Councilmembers on May 13 at 4:00 p.m. at a City Council Special Meeting. The Mayor expects to announce a selection next week.
